About this opportunity

The Department of the Air Force Air Mobility Command's 375th Contracting Squadron is seeking to procure one VIAVI CX300 ComXpert Test System with Instrument Landing System (ILS) Vector Network Analyzer (VNA) functions to support Air Traffic Control Communications Systems maintenance at Scott AFB. The procurement specifically requires a communications service monitor capable of performing diagnostic and servicing operations for aligning USAF CM300/CM350 radios, replacing aging legacy equipment currently used by the 375 Operations Support Squadron. The system must include essential accessories such as the CM300/350 Kit, Cable and Antenna Analysis module, Vector Network Analyzer functions, S-Parameter Option Upgrade, calibration certificate, and a 5-year Silver Care warranty, along with CM300 Cable Kit, test and alignment procedures, and predefined setup files. Interested vendors must submit a ten-page capabilities statement by 10:00 AM CDT on August 28, 2025, via email to Contract Specialist Jin Chung and Contracting Officer Erica Bratton. The evaluation will consider company details including business type, number of employees, and annual revenue, with particular attention to small business qualifications under NAICS code 334515 with a size standard of 750 employees.

This procurement does not utilize any set-aside designation, though the government is actively seeking feedback from various small business categories including Small Disadvantaged Businesses, HUBZone Firms, Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Businesses. No current contractors or incumbents are identified in the solicitation documents. While specific budget ranges or award values are not disclosed in the pre-solicitation notice, the procurement involves acquiring one complete test system that consolidates multiple instrument functionalities into a single platform. The delivery timeline requires completion within 30 days After Receipt of Order (ARO), and the system is designed to improve Ground-to-Air radio maintenance efficiency and reliability in accordance with Air Force Special Maintenance Instructions (AFSMI) 300-1 and FAA Test Instructions TI 6600.32 and TI 6600.33. The procurement aims to streamline installation, calibration, and certification processes for General Electric VHF/UHF radio equipment maintenance operations.
