About this opportunity

The Department of the Navy Naval Air Systems Command is seeking to procure pedestal/antenna upgrade components and services for the Atlantic Test Range Aircraft Signature & Avionics Measurement Branch through a sole source contract with Viasat Inc. The government intends to issue a Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract under the statutory authority of 10 U.S.C. 2304(c)(1), which limits competition due to proprietary technical data rights. Viasat Inc. has been identified as the only known source capable of immediately satisfying the government's requirements without significant service disruption. The contract will focus on maintenance of existing pedestals, purchasing new pedestals and upgrades, and establishing an acquisition channel for rapid spare parts and repairs. The contract opportunity is not set aside for any specific business category and will be performed in Patuxent River, Maryland. While specific award values were not disclosed, the contract will cover maintenance, upgrades, and spare parts for electronic parts and equipment in the merchant wholesaler category (NAICS 423690). The government retains the right to not compete the requirement based on responses to the synopsis, and subcontracting opportunities should be sought directly from Viasat Inc. The procurement falls under the Product Service Code J059 for maintenance, repair, and rebuilding of electrical and electronic equipment components, emphasizing the technical specificity of the required goods and services.
