About this opportunity
The Department of the Navy Naval Air Systems Command Naval Air Warfare Center intends to issue a sole source, firm-fixed price contract to Viasat Inc. for pedestal and antenna upgrade components and services supporting the Atlantic Test Range Aircraft Signature & Avionics Measurement Branch. The procurement encompasses maintenance of existing pedestals, purchase of new pedestals and upgrades, and acquisition of spares or repairs when time is critical. The contract structure will be an Indefinite Delivery, Indefinite Quantity arrangement with a five-year ordering period. The sole source justification is based on 10 U.S.C. 2304(c)(1) and FAR 6.302-1, citing that only Viasat possesses the necessary proprietary information, technical data rights, knowledge, and capability to fulfill the government's requirements without significant service disruption. This notice is published for informational purposes only with a due date of October 15, 2025, and explicitly states that no proposals or quotes are being requested at this time.
No set-aside designation applies to this procurement, as it is being awarded on a sole source basis to Viasat Inc., located at 13135 Winged Foot LN Germantown, Maryland 20874-2899. The government has determined through market research that no other contractor could immediately satisfy the requirements due to the time and cost associated with acquiring technical data rights from the original equipment manufacturer. The contract will focus on electronic and precision equipment repair and maintenance activities, specifically electrical and electronic equipment components. Performance will take place within the United States, supporting the specialized antenna and pedestal systems critical to the Atlantic Test Range operations. The government emphasizes that there are no commitments to issue solicitations or make awards, and interested parties should not expect reimbursement for any expenses incurred prior to contract award.
Notice text
The following notice is published for Informational Purposes Only. This is not a request by the Government for submittal of proposals or quotes of any kind.
The Government intends to issue, on a Sole Source basis, a Firm-Fixed Price (FFP) contract to Viasat Inc., 13135 Winged Foot LN Germantown, Maryland 20874-2899, in an effort to procure pedestal/antenna upgrade components and services in support of the Atlantic Test Range (ATR) Aircraft Signature & Avionics Measurement Branch (ASAM). The resultant contract will be a FFP, Indefinite Delivery, Indefinite Quantity (IDIQ) with a Five-Year ordering period for the maintenance of existing pedestals, purchase of new pedestals and upgrades, and for an acquisition channel to purchase spares or repairs within a minimum among of time when time is a critical element. This acquisition is being procured on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy requirements.
Due to the proprietary information and data rights, competition is limited. The hardware required to make these antennas work properly must come from Viasat, INC.
