About this opportunity

The U.S. Customs and Border Protection (CBP), a component of the Department of Homeland Security, is seeking quotations for veterinary services to support canine operations at Miami-area facilities through an Indefinite Delivery-Indefinite Quantity (IDIQ) contract. The solicitation requires a veterinary clinic located in Miami-Dade or Broward County, Florida to provide comprehensive medical services including routine and non-routine care such as vaccinations, dental hygiene, annual physical exams, blood work, surgeries, and 24/7/365 emergency medical availability. Offerors must demonstrate their ability to work exclusively with CBP canines while maintaining strict confidentiality, and must provide three recent contracts of similar work scope within the past three years, complete with contact information for references. The government will evaluate quotations based on technical merit, pricing, and past performance, with the stated intent to award without discussions, though the Contracting Officer reserves the right to conduct discussions if necessary. The original deadline of January 26, 2026 was extended by one business day to January 27, 2026, following the identification and correction of a flaw in the Pricing Worksheet on January 26, 2026. Quotations must be submitted as two separate documents—a pricing spreadsheet and a technical quotation not exceeding three pages—to RFQ-03C26Q0017@cbp.dhs.gov, with all files compatible with Microsoft Office or Adobe Acrobat and not exceeding 5 megabytes in total size. Offerors must also include their Unique Entity Identifier (UEI) from SAM.gov to comply with federal acquisition regulations.

This procurement carries no set-aside designation and has not identified any incumbent contractors in the available solicitation documents. The estimated contract value is relatively modest, with a five-year total of $1,992 based on the pricing template provided, covering approximately 25 canines across Miami International Airport, Miami Seaport, and Port Everglades/Fort Lauderdale International Airport. The performance period extends from March 1, 2026 through February 28, 2031, divided into five 12-month pricing periods, with estimated canine populations ranging from 28 in the base year to 37 by the fourth pricing year. The contract structure specifies six service categories with unit pricing for annual physicals, blood work, vaccinations, dental hygiene, deworming, and nail clipping, with offerors required to populate actual pricing into the provided template. All services will be performed in the Miami/Tampa field offices of CBP, requiring the selected vendor to maintain a physical clinic presence in either Miami-Dade or Broward County, Florida.
