About this opportunity

The U.S. Coast Guard is seeking to procure a fully crewed, mission-capable offshore vessel to support integrated maritime training operations for the Maritime Security Response Team West (MSRTW) in the Los Angeles/Long Beach area. The vessel must be capable of supporting maritime law enforcement and security operations training, personnel transfer and tactical boarding training scenarios, small boat launch and recovery operations, rotary-wing and unmanned aerial system integration, command and control operations, and personnel berthing and sustainment. Key vessel requirements include U.S. flag compliance, USCG Subchapter I and SOLAS certification, 200-250 feet in length overall with a 44-foot beam and 13-foot draft, minimum operational range of 7,200 nautical miles at 12 knots, twin propulsion engines with bow thruster capability, a 60-foot by 60-foot helicopter-capable deck with 50-foot vertical clearance, suitable freeboard for small-boat boarding operations, climate-controlled accommodations, medical support, and approximately 20-ton crane capacity. The procurement will be awarded as a firm-fixed-price contract, and while a sole-source award is intended, the Coast Guard is accepting capability statements from other responsible sources through April 15, 2026, at 11:00 AM Pacific Time demonstrating clear and convincing evidence of their ability to meet all requirements. All written questions or concerns must be submitted to Contracting Officer Terry Craft at terry.e.craft@uscg.mil by the April 15 deadline, with no follow-up questions accepted thereafter.

This procurement is designated as a Total Small Business set-aside under NAICS code 483113 (Coastal and Great Lakes Freight Transportation) with a small business size standard of 800 employees. The current intended recipient is Curtain Maritime Corp., located at 725 Pier T Avenue, Long Beach, California 90802, though the government will negotiate with alternative sources only if sufficient capability statements are received demonstrating another responsible source is available. The statement of work specifies training operations scheduled for May 7-8, 2026, requiring the contractor to provide a fully crewed, mission-capable vessel with all fuel, necessary compliance certifications, safety standards, and berthing coordination. The vessel will need to support approximately 20-ton crane capacity, hydraulic winches, and approximately 4,000 barrels of bulk liquid storage capacity as desired features. While no specific award value is disclosed in the pre-solicitation notice, the procurement represents a two-day vessel charter engagement with all associated crew, fuel, and operational support costs to be included in the firm-fixed-price proposal.
