About this opportunity

The Naval Sea Systems Command (NAVSEA) on behalf of the U.S. Navy's Medium Landing Ship Program Office (PMS 347) has issued a Special Notice announcing an Industry Day scheduled for December 19, 2025. This announcement is for market research, information gathering, and planning purposes only and is not a request for proposal or commitment to contract. The Navy seeks participation exclusively from U.S.-based Vessel Construction Manager (VCM) firms interested in learning about the LSM Program and providing input on potential acquisition strategies. The announcement emphasizes that this is not a bidder's conference and attendees should not view the event as an opportunity to demonstrate competitive qualifications or technical merit. Registration for the Industry Day will begin at 8:00 a.m. on the event date, with December 12, 2025 serving as the posting deadline for the notice.

The primary objective of this Industry Day is to brief industry stakeholders on the Navy's plan to procure 18 to 35 Medium Landing Ship vessels to enhance U.S. Marine Corps distributed maneuver and logistics capabilities while exploring the feasibility of using a VCM to manage this procurement effort. Potential VCM responsibilities include selecting and awarding shipbuilding contracts, managing design configuration across multiple shipyards, overseeing construction activities, negotiating equipment purchases, provisioning vessels, coordinating crew training, and overseeing vessel turnover to Government crews. Eligible participants must be U.S.-based VCM firms, and U.S. citizenship is required for attendees, though non-U.S. citizens may be accommodated with advance notice submitted by December 10, 2025. Companies interested in attending must complete an Attendee Participation Response Form providing company registration information, CAGE codes, SAM.gov Entity IDs, and attendee details. The Government will not reimburse any costs incurred by participating firms for travel, presentations, or other preparation expenses related to Industry Day participation.
