About this opportunity
The Department of the Interior, Bureau of Reclamation has issued a Notice of Intent to award a sole source contract for the Lakeside Vessel Barrier Gate Repair project at Hoover Dam under solicitation number 140R3026Q0038. This special notice was originally posted on March 16, 2026, and was revised on April 6, 2026, to remove the Riverside Barrier Replacement task from the scope. The Bureau of Reclamation, operating under the authority of FAR 13.106-1(b)(1)(i), is seeking to negotiate with a single responsible source to address critical waterborne safety and security concerns at the facility. The existing lakeside gate system has failed and is currently secured only by temporary mechanisms, creating an immediate operational and security risk. This procurement is classified as construction under NAICS code 237990 (Other Heavy and Civil Engineering Construction) and falls under PSC category Z2PZ.
The primary objective is to restore critical waterborne safety and security barriers through installation of a government-furnished Tuffboom gate assembly, inspection and repair of the upstream boom line connection, and full system certification. The solicitation deadline is April 13, 2026, and the anticipated contract type is Firm Fixed Price with a small business size standard of $45.0 million. Worthington Products, LLC has been identified as the sole source contractor due to its status as the original equipment manufacturer for both the ODINFloat riverside barrier components and the Tuffboom lakeside gate system currently installed at Hoover Dam; only the OEM possesses the proprietary connection systems, compatible components, and certified installation capability necessary to ensure structural integrity and system interoperability. No specific eligibility restrictions are indicated for contractors, though the sole source justification indicates that only Worthington Products possesses the necessary technical qualifications. This notice does not constitute a formal solicitation but rather announces the Bureau's intent to proceed with negotiations, providing potential stakeholders an opportunity to submit relevant information.
