About this opportunity
The Library of Congress has awarded contract LCCLL26P0009 to Bespoke Software Inc. for continuation of VSys One, a customized cloud-based volunteer management system, on a sole-source basis. The award date is August 15, 2026.
The justification invokes 41 U.S.C. 6101(b), citing VSys One as the only system reasonably available that meets the Library's requirements, particularly its compliance with rigorous security, privacy, and accessibility standards mandated under Library regulations LCR 5-920 and 5-410, Section 508 of the Rehabilitation Act, and Section 255 of the Communications Act. Congress mandated that the Library track volunteer hours and enforce a $10,000 annual in-kind donation limit per volunteer; VSys One provides the scheduling, training, management, and tracking capabilities necessary to meet these Congressional requirements. The Library's Center for Learning, Literacy, and Engagement evaluated an alternative system (Volgistics) approved through the LINS program but rejected it due to non-compliance with updated security and accessibility policies. Market research confirmed no other marketplace solution meets these stringent standards. The Library has invested significant resources in perpetual licenses, system configuration, and staff training, rendering transition to another system impractical. The period of performance runs from August 15, 2026 through July 31, 2031. Advance notice was not published per Library legislative branch authority under LCR 7-210.
Notice text
The Library requires a Library-wide volunteer managements system. Congress mandated that the Library should not accept over $10,000 in-kind donation from volunteers and enacted rules around the tracking volunteer hours (e.g. volunteer’s daily/weekly/annual hours, participation, etc.) and required the Library report this information annually. A library-wide volunteer management system allows CLLE to track and report this important information.
Awarded contract LCCLL26P0009 to unknown vendor for unknown amount on 2026-08-15.
