About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), operating under the Department of the Navy, is seeking custom computer programming and application development support services for the sustainment of the Venom Software Suite and GARMIN G3000 Integrated Avionics System supporting the F-5F+/N+ Adversary aircraft fleet. The procurement will be conducted as a sole-source acquisition under 10 U.S.C. 3204(a)(1) and FAR 6.103-1, with the government determining that only one responsible source can satisfy the technical requirements. The contract will require the contractor to provide annual product support, technical support, and configuration management for the mission system software, with particular emphasis on proprietary Venom software design and associated technical data packages. The evaluation will focus on the contractor's requisite knowledge, technical capability, and access to the complete technical data package necessary to support and maintain the F-5F+/N+ mission systems. Although this is a pre-solicitation notice issued on April 23, 2026, interested parties may submit capability statements to the Contract Specialist, Ms. Morgan Lutz (morgan.n.lutz2.civ@us.navy.mil), with a deadline of May 8, 2026.

The procurement contains no set-aside designations and is anticipated to be awarded to L3Harris ForceX Inc., the Original Equipment Manufacturer of the Venom Software Suite, as the sole source contractor. The contract will be structured as a Firm Fixed Price/Cost Plus Fixed Fee (FFP/CPFF) hybrid arrangement with an initial twelve-month base period followed by four optional twelve-month periods, providing a potential five-year performance timeline. While specific award values or budget ranges are not disclosed in this pre-solicitation notice, the contract represents multi-year sustainment support for critical avionics and software systems across the Navy's Adversary F-5 aircraft program. The determination to proceed with sole-source procurement rather than compete this requirement remains at the government's sole discretion. Interested contractors should direct inquiries to the identified contract specialists during the pre-solicitation phase.
