About this opportunity

This solicitation (47QMCA26Q0029) issued by the General Services Administration Federal Acquisition Service on behalf of the Department of Justice—Alcohol, Tobacco, Firearms, and Explosives (ATF) seeks quotations for the procurement of new 2025 or 2026 model year motor vehicles, specifically 15 Ford Explorers, 20 Nissan Pathfinders, and 15 Jeep Grand Cherokees. All vehicles must be four-door automatics with either 4WD or AWD capability, arrive with a maximum of 1,000 miles, and meet specified towing capacity and payload requirements outlined in Attachment B. Evaluation will be based on three primary factors: technical compliance with specifications and delivery dates (weighted heavily), past performance assessed through minimum two and maximum three recent government contract references from the past two years (also weighted heavily), and price (weighted less heavily). The deadline for submission of quotations is February 12, 2026, at 2:00 PM EST, with questions due by February 10, 2026, at 11:00 PM EST. All pricing must be quoted on an FOB Destination basis and include applicable federal, state, and local taxes, with complete quotes requiring SF 18 forms (pages 1-8), amendment acknowledgments, completed Attachment A pricing schedule, Attachment B specifications, Attachment E Brand Name or Equal Worksheet if applicable, and manufacturer vehicle window stickers for each vehicle quoted.

This procurement is designated as a 100% small business set-aside with no incumbent contractors identified. The government intends to award firm-fixed price Motor Vehicle Delivery Orders and reserves the right to make either a single award to one vendor or multiple awards to multiple vendors. No specific budget ceiling is disclosed in the solicitation documents. Delivery locations have been revised via Amendment 002 (effective February 12, 2026) to three separate addresses in Lorton, Virginia (8520, 8521, and 8522 Cinder Bed Road), with all vehicles required to arrive no later than February 20, 2026. Prospective vendors must maintain active registrations in both SAM.gov and GSAFleet.gov to be eligible, and bids must cover the entire quantity for any line item selected; partial quantities will not be accepted. Post-award invoicing and vehicle status reporting will be conducted through the IPP and GSAFleet.gov platforms, requiring suppliers to manage orders and provide regular status updates through the government's modernized fleet management system.
