About this opportunity
The Drug Enforcement Administration (DEA) Houston Field Division is seeking vendor responses for vehicle towing, indoor and outdoor storage, and maintenance services through this combined Request for Information (RFI) and Sources Sought Notice (SSN). The procurement encompasses towing services with 45-90 minute response times, indoor storage for high-value seized vehicles (Category 1), and outdoor storage for lower-value vehicles (Category 2-4), along with associated maintenance and equipment provision. Vendors must maintain facilities within 100 road miles of all 15 DEA Houston Field Division offices spanning from Houston to Waco, Texas, with both indoor and outdoor facilities located within 10 road miles of each other. Critical requirements include 24-hour manned security, comprehensive video surveillance with 30-day retention, proper vehicle segregation, and assumption of full legal and financial liability for stored vehicles. The deadline for responses to this pre-solicitation notice is March 16, 2026, and responses will inform the government's decisions regarding acquisition strategy, small business set-asides, and whether any resulting solicitation will be unrestricted or set-aside.
This procurement carries no current small business set-aside designation, though the government will use RFI responses to evaluate the Rule of Two applicability for potential set-asides in any future solicitation. No incumbent contractor or current award value has been identified in this notice. The vendor must be capable of accommodating 25-45 Category 1 vehicles in climate-controlled indoor storage and 25-45 combined Category 2, 3, and 4 vehicles in outdoor storage, with monthly maintenance requirements for stored vehicles and weekly maintenance for specialized equipment such as road tractors and refrigerated trailers. The Blanket Purchase Agreement (BPA) period of performance will not exceed 60 months, with monthly invoicing supported by tow tickets, maintenance documentation, and vehicle photographs. This notice is strictly voluntary for market research purposes, and no binding contract will result from responses; all submitted documentation will become government property and may be used in any resulting solicitation.
