About this opportunity
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has issued a Special Notice for Vehicle-Mounted Ground Penetrating Radar (GPR) equipment. The agency intends to issue a single source Firm Fixed Price award to Geophysical Survey Systems Inc under FAR 13.106(b)(1)(i). The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with a size standard of 1,350 employees. This notice was posted on August 29, 2025, with interested parties having until September 5, 2025 to respond. The procurement is specifically designated as having no set-aside provisions.
The purpose of this procurement is to support the Airfield and Pavements Branch team's investigation into non-destructive testing methods for evaluating rural airfield pavements for military applications. The GPR technology will be used to determine pavement structural profiles, layer thickness, and structural capacity by transmitting radar pulses through pavement surfaces and analyzing reflected signals from subsurface structures. While this is a notice of intent for a single source award, all responsible sources may submit capability statements, proposals, or quotations for agency consideration. Contractors must provide detailed information demonstrating their ability to fulfill the requirement, along with descriptions of past experience in similar work and relevant references. The agency will use submitted information solely to determine whether to conduct a competitive procurement instead of the planned single source award.
Notice text
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Geophysical Survey Systems Inc (CAGE 1DLQ5) for Vehicle-Mounted GPR. The Airfield and Pavements Branch (APB) team was tasked investigate the use of non-destructive test (NDT) methods for the evaluation of rural airfield pavements for the military. Standard airfield pavement evaluations require the determination of in-situ pavement structural profile, layer thickness, and pavement structural capacity. Ground-penetrating radar (GPR) devices uses radar pulses to study the subsurface layers of the pavement. The signals from the GPR instrument are transmitted through the ground and reflect off subsurface structures based on their electrical permittivity. Subsequently, variations in the return signals are recorded and are then used to create the pavement profile.
The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing6, with a size standard of 1,350 employees. This notice of intent is for information purposes only.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to David Ammermann at David.G.Ammermann@usace.army.mil AND Jon-Vincent Holden at Jon-Vincent.S.Holden@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 1:00PM CST September 05th, 2025.
