About this opportunity
The U.S. Secret Service Department of Homeland Security is seeking a contractor to provide equipment and installation of emergency lights on multiple vehicles at the James J. Rowley Training Center in Laurel, Maryland. The procurement involves installing Whelen brand emergency lights on six home-to-work vehicles, two specialty vehicles (Nissan Titans), and one MCI passenger bus, with specific configurations including Dual Avenger Red/Blue lights, ION Red/Blue lights, and Vertex Red/Blue taillights for various vehicle locations. This is a non-personal services contract where the government will not exercise supervision or control over the contract service providers, who will be accountable solely to the contractor. The contract is structured as a firm fixed price arrangement with a period of performance from August 7, 2025, to October 6, 2025, though all installation work must be completed by August 30, 2025. Proposal submissions are due by July 25, 2025, with the solicitation having been posted on July 17, 2025.
This opportunity is designated as a set-aside for both Total Small Business and Women-Owned Small Business (WOSB) under NAICS code 334290. The contractor must be located within 30 miles of the training center to ensure quick response capability for emergency or unforeseen maintenance needs, with particular urgency noted for the bus's potential use in upcoming protective operations. The place of performance is specified as 9591 Baltimore Ave, College Park, MD 20740, though the actual installation work will occur at the James J. Rowley Training Center in Laurel, Maryland. The procurement covers a total of nine vehicles requiring emergency light installation, representing a specialized automotive repair and equipment installation project. No incumbent contractor or specific award values are mentioned in the solicitation documentation, though the tight timeline suggests this is a priority requirement for the Secret Service's operational needs.
