About this opportunity

The Department of War Personal Property Activity is conducting market research via Request for Information to identify commercial sources capable of providing a vehicle dimension and vehicle identification number (VIN) decoding API for integration with a modernized, cloud-based personal property system supporting military relocations and vehicle transport; responses are due by September 17, 2026, at 4:00 PM CDT.

The API must translate 17-character VINs or year/make/model/trim parameters into precise vehicle dimensions and weights for active-duty military service members, dependents, DoW civilians, and other supported customers. Respondents must address API capabilities, licensing costs, performance Service Level Agreements, data accuracy, data caching terms, and security compliance. Technical requirements include RESTful API with JSON payloads, sub-second response times with less than 1,500 milliseconds p95 latency, minimum throughput of 50 requests per second, 99.9% uptime SLA, and SOC 2 Type II certification with TLS 1.3 or higher encryption. Data must cover all U.S. passenger vehicles, light trucks, and SUVs from model year 1981 to present, updated at least annually, with trim-level specificity including dual rear wheel configurations, roof variants, and mirror folded/unfolded dimensions; support for both U.S. customary and metric units; and support for non-U.S. and non-checksum VINs.

Submissions are limited to one per company, maximum 15 pages (12-point Times New Roman, one-inch margins). This RFI is for informational and planning purposes only and does not constitute a solicitation or obligate the government to pursue any acquisition. Clarifying questions were due September 3, 2026; updated Q&A responses are now available in attachments.
