The Bureau of Indian Affairs Navajo Region seeks a vegetation survey and rangeland inventory for Land Management District 10 South, Sub-Units 10-1 (Cottonwood) and 10-4 (Nazlini), with proposals due September 16, 2026. The procurement is set aside 100% for Indian Small Business Economic Enterprises under the Buy Indian Act.
Place of performance is BIA Navajo Partitioned Lands near Pinon, Arizona, encompassing 458,435 acres. The contractor must collect and compile vegetation data on 534 total study plots using double sampling methodology (estimating and harvesting) as specified in the National Range and Pasture Handbook and Inventory and Monitoring Technical Report 1734-7. Survey area elevations range from 5,800 to 7,300 feet with annual precipitation of 10–17 inches. The preferred field data collection start date is September 7, 2026, and the period of performance runs September 28, 2026, through December 31, 2027.
The contractor must employ personnel with educational backgrounds in range science, range ecology, weed science, plant biology, or related ecological disciplines; the field supervisor must hold a Bachelor of Science degree if not the contractor themselves. Deliverables include a detailed technical report with draft reviews at 30%, 60%, and 90%, GIS analysis using ArcGIS Pro 10.4.1, four paper copies and electronic versions of the final report, portable terabyte hard drive with GIS shapefiles and databases, Microsoft Excel spreadsheets with vegetation analysis data, similarity indices, range condition scores, carrying capacity calculations, photographs, and field data sheets. The Service Contract Act applies; wage determination 2015-5477 (Arizona counties including Apache, Gila, and Navajo, effective August 22, 2026) establishes prevailing wage rates and fringe benefits.
