About this opportunity

The Naval Surface Warfare Center Philadelphia has issued a Special Notice for the procurement of variant vacuum collection, holding, and transfer (VCHT) ejector pump controllers with updated PLC 1769-L30ER and associated materials. This procurement falls under the Department of the Navy Naval Sea Systems Command and is classified under NAICS code 333914 for Measuring, Dispensing, and Other Pumping Equipment Manufacturing. The opportunity is posted as a Special Notice with no set-aside designation, indicating it is open to all eligible contractors. The notice was published on August 7, 2025, with responses due by August 14, 2025, providing a tight seven-day response window. The procurement involves specialized pumping equipment that appears to be for naval surface warfare applications.

The government intends to fulfill this requirement on a sole source basis from EVAC North America, Inc., citing authority under FAR 13.106-1(b)(1)(i) for soliciting and negotiating with only one source. This indicates the government has determined that EVAC North America is the original equipment manufacturer and likely the only viable source for these specific pump controllers and associated materials. The procurement is specifically for updated controllers featuring PLC 1769-L30ER components, suggesting a modernization or upgrade effort for existing vacuum collection and transfer systems. Contractors or interested parties with questions must submit inquiries via email to jillian.randazzo.civ@us.navy.mil, as phone calls will not be accepted. Given the sole source nature and OEM requirement, participation appears limited to the designated supplier, though the Special Notice serves as the required public notification of the government's procurement intentions.
