About this opportunity
The Department of Defense has issued a Special Notice regarding a contract modification for The Boeing Company related to the VC-25B aircraft program. The notice concerns a $3.9 billion firm-fixed-price contract modification for designing, modifying, testing, and delivering two VC-25B aircraft. This special notice was posted on May 30, 2025, with a response deadline of June 9, 2025. The contract is being managed by the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base in Ohio. The notification involves a sole-source acquisition with specific procurement exceptions under DFARS 225.7002-2(b).
The special notice highlights a domestic non-availability determination (DNAD) for certain items within the contract, estimated to cost approximately $600,000. The Secretary has determined that specific items grown, reprocessed, or produced in the United States cannot be acquired in satisfactory quality and sufficient quantity at U.S. market prices. All work will be performed domestically within the United States. No additional funding has been awarded at this time, and the contract is structured as a sole-source acquisition. Potential contractors should note the specific procurement exceptions and the unique circumstances surrounding this defense contract. The notice indicates that this is a specialized procurement with very specific parameters, targeting a precise set of capabilities for the VC-25B aircraft modification project.
