About this opportunity

The Department of Homeland Security US Coast Guard seeks quotations for two commercial aviation parts with OEM traceability to Sikorsky Aircraft Corporation, with proposals due May 20, 2026. This is an unrestricted, competitive procurement for commercial items under FAR part 12.

The solicitation requires four units each of a T-STRAP-FWD OUT (NSN 1680-01-HS1-9508, Part Number 70209-82546-131) and a RETAINER, SEAL (NSN 5325-01-341-5971, Part Number 70205-26003-105). Place of performance and delivery is F.O.B. Destination to USCG Aviation Logistics Center in Elizabeth City, North Carolina. All parts must have clear, auditable traceability to the OEM; alternate manufacturers require prior approval from Medium Range Recovery Engineering with submission of current drawing numbers and revisions. Each offeror must furnish a Certificate of Conformance per FAR clause 52.246-15. Items shall be individually packaged and labeled with National Stock Number, Part Number, Serial Number, and Quantity, excluding popcorn, shredded paper, Styrofoam, or peanut packaging. Quotations must include freight charges on an F.O.B. Destination basis unless F.O.B. Origin is marked with shipping costs included. Award will be made on a competitive firm-fixed price basis to the lowest priced, technically acceptable offeror representing best value; only the lowest priced offer will be evaluated for technical acceptability initially, with evaluation continuing in ascending price order if that offer is unacceptable. The NAICS code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) with a small business size standard of 1,250 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QJ0000181 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 336413. The small business size standard is 1,250 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the items found on “Attachment 1 – List of Items – 70Z03826QJ0000181”.

All parts shall have clear traceability to the Original Equipment Manufacturer (OEM), Sikorsky Aircraft Corporation (Cage Code 78286). Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM to its current location. Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation. 

Alternate manufacturers will be considered and must be reviewed and approved by Medium Range Recovery (MRR) Engineering prior to award. Alternate manufacturers must provide the drawing number and latest revision being used to be approved by MRR Engineering.

The contractor shall furnish a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation (FAR) clause 52.246-15. COC must be submitted in the format specified in the clause. Offerors must be able to provide necessary certification including traceability to the manufacturer, manufacturer's COC and its own certificate of conformance to ensure parts are in airworthy condition, suitable for installation on USCG aircraft. Prospective vendors who are not the OEM or must provide traceability for the offered product back to the manufacturer.

All parts shall be NEW approved parts.
