About this opportunity

The Defense Logistics Agency Aviation is seeking to procure vane segments for compressors used in F100 aircraft engines through a pre-solicitation notice for RFP SPRTA1-25-R-0490. The vane segments, identified by NSN 2840-01-619-8985NZ and part number 4089078-01, are critical safety items designed to divert air flow to the next stage of compression in high-speed compressors within the engine's core module. The components are manufactured from nickel alloy and measure 2.2 inches long by 1.2 inches wide by 1.2 inches high, weighing 1.0 pound each. The agency plans to issue the full solicitation on September 12, 2025, with responses due October 16, 2025, and has indicated that RTX Technologies Corporation (Pratt Whitney) is currently the only qualified source. This procurement falls under the Critical Safety Item criteria and will be structured as a firm fixed price contract, with all responsible sources invited to submit capability statements within 45 days of the notice publication date.

The contract opportunity does not include any small business set-aside designations and represents a full and open competition despite initially contemplating negotiations with a limited number of sources under FAR 6.302 authority. RTX Technologies Corporation (Pratt Whitney) appears to be the incumbent contractor, having been awarded previous contracts including SPE4A1-21-G-0001/SPRTA1-21-F-0586 for 242 units on September 30, 2024, and SPRTA1-24-F-1871 for 44 units on March 25, 2024. The current procurement anticipates a best estimated quantity of 262 vane segments, with delivery quantities ranging from a minimum of 66 units to a maximum of 399 units. The delivery schedule calls for 20 units per month beginning June 30, 2027, with all deliveries destined for Tinker Air Force Base in Oklahoma. While no specific contract value is mentioned in the pre-solicitation notice, the substantial quantities and specialized nature of these critical aircraft engine components suggest a significant procurement value.
