About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure commercial off-the-shelf (COTS) valve windshield spare parts specifically for the P8 aircraft through a competitive solicitation. This procurement will utilize a lowest price technically acceptable (LPTA) evaluation methodology, with quotes to be submitted electronically by 4:30 PM EST on April 21, 2025. The government intends to make a single award to an eligible, responsible offeror whose proposal represents the best value. To be considered, contractors must provide parts from the Original Equipment Manufacturer (OEM), aircraft prime, or suppliers with Federal Aviation Administration (FAA)-Certified parts possessing an FAA Authorized Released Certificate (FAA Form 8130-3 Airworthy Approval Tag). The non-price evaluation factor will focus on past performance, which will be rated as either acceptable or unacceptable, and contractors must achieve an acceptable past performance rating to remain in competition.

The solicitation does not indicate a specific set-aside designation and does not provide explicit award value details. The contract opportunity falls under NAICS category 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing, with a Product Service Code (PSC) of 1680 for Miscellaneous Aircraft Accessories and Components. Early and incremental deliveries will be accepted, offering flexibility in the fulfillment process. The procurement is specifically for the P8 aircraft parts, suggesting a specialized and technical requirement within naval aviation supply chains. While precise quantity specifications are not detailed in the solicitation, the document emphasizes the critical nature of the parts by requiring strict FAA certification and origination from authorized sources.
