About this opportunity

Naval Supply Systems Command intends to solicit a sole-source procurement for one 4-inch valve with actuator under FAR 6.302-1 authority, with a 45-day response window closing September 30, 2026; this is a Total Small Business set-aside.

The requirement is for eight units of NSN 7H-4820-016897105-X4 (TDP VER 003), to be delivered to Norfolk Naval Shipyard, Portsmouth, Virginia. The Government does not own data rights needed to purchase or repair this part from alternative sources, and reverse engineering is uneconomical, supporting the sole-source determination. The Government will not apply commercial-item policies (FAR Part 12) to this solicitation.

All responsible sources may submit proposals, quotations, or capability statements within the 45-day response period. The Government will consider all proposals received and retains sole discretion to proceed competitively or noncompetitively based on responses. Interested parties may also identify capability to satisfy the requirement with a commercial item within 15 days of this notice. Responses received under an existing Basic Ordering Agreement may shorten the evaluation window to 30 days post-award.

PSC 4820 (Valves, Nonpowered).
