About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure two throttle valves with National Stock Number 7H-4820-016839621, specifically under Technical Data Package Version 001. The procurement will be delivered FOB Origin and involves a unique acquisition approach where the government does not own the data or rights to engineer the part from alternative sources. Due to the uneconomical nature of purchasing data rights or reverse engineering, the agency intends to negotiate with a single source under Federal Acquisition Regulation (FAR) 6.302-1. Interested vendors may submit proposals, quotations, or capability statements within 45 days of the April 17, 2025 publication date (or 30 days if awarded under an existing Basic Ordering Agreement). The government retains sole discretion in determining whether to conduct a competitive procurement based on received information.
This pre-solicitation notice indicates no specific set-aside designation for the contract opportunity. The solicitation falls under Product Service Code (PSC) 4820 for Nonpowered Valves, suggesting a specialized technical procurement within the naval supply logistics system. While the exact award value is not specified, the requirement is for two valve units with a focused, non-competitive procurement strategy. The government's approach suggests a targeted acquisition for a specific, potentially complex or proprietary valve component critical to naval equipment maintenance or repair. The notice emphasizes that while all responsible sources may express interest, the ultimate procurement decision remains at the government's discretion, with proposals primarily serving to inform the agency's competitive procurement determination.
