About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a supplier for a solenoid valve (NSN 7H-4810-015353085-CP) with a quantity requirement of 48 units. This pre-solicitation notice indicates that the Navy currently lacks the technical data necessary to produce the item internally and considers it a sole-source procurement. Potential suppliers must be certified as a Depot Overhaul Point (DOP) and submit a Source Approval Request (SAR)-Maritime for review by the Naval Sea Systems Command (NAVSEA). The government will evaluate potential sources based on their technical capabilities and manufacturing qualifications, with a deadline of May 23, 2025, for interested parties to respond. Proposals will be considered within 45 days of publication, and the government retains discretion in determining whether to conduct a competitive procurement.
The pre-solicitation does not have a specific set-aside designation, and no incumbent contractors are mentioned. The procurement is subject to potential Free Trade Agreements and Buy American Act regulations, as indicated by possible DFARS clauses. While a specific award value is not disclosed, the contract will be for 48 solenoid valves delivered FOB Origin. Interested vendors must understand that offers for remanufactured, surplus, or repaired items will be automatically deemed non-responsive. The technical review process by NAVSEA can be lengthy, and suppliers should be prepared for a comprehensive evaluation of their manufacturing capabilities. Award will only be made if the offeror, product, or manufacturer meets the qualification requirements at the time of award, in accordance with FAR clause 52.209-1.
