About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a source for a solenoid valve (NSN 7H-4810-015795883-CP), with a quantity requirement of 35 units to be delivered FOB Origin. This pre-solicitation notice indicates the Navy lacks the technical data to produce the item internally and considers these spares to be a sole-source procurement. Potential vendors must be certified as a Depot Overhaul Point (DOP) and complete a Source Approval Request (SAR)-Maritime form for consideration. The government intends to negotiate with a single source under FAR 6.302-1 authority, though all responsible sources may submit their interest and capability within 45 days of publication. Proposals will be evaluated based on meeting specific qualification requirements at the time of award, with the final determination of competitive procurement being solely at the government's discretion.

The pre-solicitation is not set aside for any specific business category, and no incumbent contractors are explicitly named. While no specific award value is mentioned, the procurement involves 35 valves with potential applicability under Free Trade Agreements and Buy American Act provisions. The opportunity is classified under PSC Category 4810 (Powered Valves) and will require vendors to demonstrate technical capabilities through a comprehensive review process by the Naval Sea Systems Command (NAVSEA) In-Service Engineering Activity (ISEA). Interested companies must prove they possess the necessary technical data and manufacturing capabilities to repair the specified item. The solicitation was posted on April 1, 2025, with a response deadline of June 5, 2025, giving potential vendors approximately two months to prepare and submit their qualifications.
