About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure five (5) solenoid valves with National Stock Number 1H-4820-016136091, specifically referencing Technical Data Package Version 002. The solicitation is being conducted under a non-competitive procurement approach authorized by FAR 6.302-1, which allows negotiation with a single source. All interested firms are required to include their CAGE Code when submitting solicitation requests, and potential vendors have 45 days from the publication date to submit proposals, capabilities statements, or expressions of interest. The government will evaluate proposals based on qualification requirements that will be verified at the time of award, in accordance with FAR clause 52.209-1. Notably, the government does not currently own the technical data rights for this part and has determined it would be uneconomical to purchase these rights or attempt reverse engineering.
The pre-solicitation notice indicates no specific set-aside designation for this procurement, and the opportunity is open to all responsible sources. The contract will involve delivery FOB Origin, and potential trade agreements such as Free Trade Agreements and the World Trade Organization Government Procurement Agreement may apply. The valves fall under PSC Category 4820-P for Nonpowered Valves, with a specific reference number of 13100-58. While no specific award value is mentioned, the quantity is fixed at five units. Interested parties have an additional 15-day window to identify potential commercial item alternatives to the government's current procurement approach. The solicitation is structured to allow the government discretionary power in determining whether to proceed with a competitive procurement based on the responses received.
