About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 15 solenoid valves (NSN 1H-4810-013615833-L1) for delivery to the Portsmouth Naval Shipyard in Kittery, Maine. The proposed contract will be negotiated under FAR 6.302-1, which allows for single-source procurement. Interested vendors may submit proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will evaluate proposals based on qualification requirements, with award contingent upon the offeror, product, or manufacturer meeting specific standards outlined in FAR clause 52.209-1. The solicitation is not using FAR Part 12 policies for commercial item acquisition, though vendors may propose commercial alternatives within 15 days of the notice.
This pre-solicitation notice indicates no specific set-aside status for the contract. The procurement involves a technical data package (TDP VER 007) for the valves, with potential application under Free Trade Agreements and Buy American Act provisions. While no specific award value is disclosed, the contract involves a relatively small quantity of 15 valve units. The opportunity is subject to potential trade agreement considerations, specifically those outlined in DFARS clauses 252.225-7036 and 252.225-7021. The contract's period of performance extends to February 14, 2025, providing a substantial window for potential vendors to prepare and submit their responses. The procurement is categorized under PSC 4810 for Powered Valves, indicating a specialized technical requirement for the Naval Supply Systems Command.
