This pre-solicitation notice indicates the government's intent to conduct a sole-source procurement under FAR 6.302-1 authority, as the rights to manufacturing data are not owned by the government and cannot be purchased, developed, or otherwise obtained economically. The procurement requires acquisition directly from the actual manufacturer for the second or subsequent time, and reverse engineering is deemed uneconomical. Interested parties have 45 days from the June 11, 2025 posting date to submit proposals, quotations, or capability statements, with a due date of August 8, 2025. Award will only be made if the offeror, product, service, or manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1.

No specific incumbent contractors or potential award values are mentioned in the notice. The contract involves a quantity of 11 units of pressure relief valves that must be delivered to two separate DLA Distribution facilities. The procurement is subject to Free Trade Agreements and may include DFARS clauses 252.225-7036 (Buy American Act) or 252.225-7021 (Trade Agreements) depending on the final solicitation terms. While the government intends to negotiate with only one source, they will consider all proposals received within the 45-day response window, though the final determination to compete this requirement remains at the government's discretion.
