About this opportunity

The Naval Supply Systems Command is seeking to procure 119 each of a regulating valve (NSN 7H-4820-014829825-D7) for delivery to Portsmouth Naval Shipyard in Kittery, Maine. This pre-solicitation notice indicates the Government intends to use sole source procurement under FAR 6.302-1 authority, as they do not own the data rights needed to purchase or contract repair from additional sources and have determined it would be uneconomical to buy the data rights or reverse engineer the part. The Government will consider proposals from all responsible sources who submit capability statements within 45 days of the July 9, 2025 publication date (or 30 days if award is under an existing Basic Ordering Agreement), though this notice is not a request for competitive proposals. Interested parties may also identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. The procurement is subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement provisions.

This opportunity has no set-aside designation and no incumbent contractors or potential award values are specified in the notice. The key numerical requirement is the delivery of 119 units of the regulating valve to the Portsmouth Naval Shipyard facility. The procurement falls under NAICS code 332911 for Industrial Valve Manufacturing and PSC code 4820 for Valves, Nonpowered. The Government has conducted market research and determined that FAR Part 12 commercial item acquisition policies will not be used for this procurement. Based on the sole source justification citing the lack of data rights and the uneconomical nature of acquiring them, this appears to be a specialized valve component specific to naval shipyard operations where the original manufacturer maintains proprietary control over the technical specifications.
