About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 40 units of a specific valve (NSN 7H-4820-014829825-D7) with Technical Data Package (TDP) Version 018, to be delivered to Portsmouth Naval Shipyard in Kittery, Maine. The government has determined that obtaining data rights or reverse engineering the part would be uneconomical, and therefore intends to negotiate with a single source under FAR 6.302-1 authority. All responsible sources are invited to identify their interest and capability to respond to the requirement within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will consider proposals received during this period, with the ultimate determination of competitive procurement remaining solely at their discretion. Proposals will be evaluated primarily to assess the capability of potential sources to meet the specific valve requirements.
The pre-solicitation notice indicates no specific set-aside designation for this procurement. While the exact award value is not specified, the contract involves the purchase of 40 valve units, suggesting a moderate-scale acquisition. The solicitation is classified under Product Service Code (PSC) 4820 for Nonpowered Valves, indicating a specialized technical procurement. Delivery is specified for the L1SS location at Portsmouth Naval Shipyard, with the government explicitly stating that they do not currently own the data or rights needed to contract repair from multiple sources. The procurement timeline spans from the initial posting on March 11, 2025, with responses due by May 30, 2025, providing potential vendors approximately 80 days to prepare and submit their capabilities or proposals.
