About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is procuring repair and modification services for a regulating flow valve (NSN 7RH 4820 000215577, P/N 128SCH106-1) through NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia. This procurement falls under the Valves, Nonpowered category and is intended to be awarded on a sole source basis to the Original Equipment Manufacturer (OEM), as this source is the only known provider capable of delivering repair support for this specialized component. The Government does not possess the technical data or drawings required to source this part from alternative suppliers, making the OEM the sole viable source. All responsible organizations are invited to submit capability statements, proposals, or quotations for consideration; however, any firm not already approved to manufacture this material must submit a Source Approval Request (SAR), though this procurement will not be delayed pending SAR approval. The evaluation will focus on the submitted materials' ability to demonstrate capability and qualifications, with a 45-day window from publication (30 days if awarded under an existing Basic Ordering Agreement) for proposals to be considered. The Government anticipates an award date of July 2025, and all submissions must be made electronically through NECO, with no telephone requests or hard copy distributions accepted.
This procurement carries no small business set-aside designation. Triumph (CAGE Code: 78943) is identified as the anticipated awardee and the approved source for this material based on its status as the OEM and sole known source. The contract requires delivery of 28 units (28 EA) of the regulating flow valve on a free-on-board (FOB) origin basis, with the notice posted on April 12, 2025, and a final due date of April 6, 2026. While no specific contract value is disclosed in the pre-solicitation notice, the quantity of 28 units and the specialized repair/modification nature of the procurement indicate a meaningful procurement action. The use of electronic procedures and posting to NECO ensures transparent dissemination of solicitation documents to all interested parties.
