About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 2 pressure relief valves under NSN 7H-4820-016036674-X4 for delivery to Norfolk Naval Shipyard in Portsmouth, Virginia. The agency intends to conduct a sole source procurement under FAR 6.302-1 authority, requiring acquisition directly from the actual manufacturer since the government does not own the rights to the technical data needed for competitive procurement and reverse engineering would be uneconomical. This represents a first-time acquisition for this specific part, with the government lacking the ability to purchase, develop, or otherwise obtain the necessary data rights from additional sources. The solicitation is scheduled for release with a response deadline of July 11, 2025, though interested parties have 45 days from the publication date of this pre-solicitation notice to submit proposals, quotations, or capability statements. All offerors must meet qualification requirements in accordance with FAR clause 52.209-1 at the time of award, and while this notice is not a request for competitive proposals, the government will consider all responses received within the specified timeframe.

This procurement does not include any set-aside designations and is open to all responsible sources who can demonstrate their capability to meet the requirements. The contract calls for delivery of exactly 2 units of the pressure relief valve, with AMC 4 specifications, to be delivered to the Norfolk Naval Shipyard facility. No incumbent contractors or potential award values are specified in the pre-solicitation notice, and no specific timeline for delivery or service completion is provided beyond the requirement for delivery to the Portsmouth, Virginia location. The government retains sole discretion in determining whether to proceed with competitive procurement based on responses received to this notice. Technical documentation and military specifications can be obtained through the DoD Single Stock Point and ASSIST-Online system, though specific patterns, drawings, and purchase descriptions are not available through these standard channels.
