About this opportunity

Naval Supply Systems Command (NAVSUP) intends to procure repair services for a linear direct valve (NSN 7HH 4820-01-450-1202) under sole-source authority, with quotations due by August 31, 2026 and delivery required by the same date.

This procurement is restricted to sources approved by the Naval Sea Systems Command (NAVSEA) In-Service Engineering Activity (ISEA). Only depot overhaul points (DOP) certified by NAVSEA may bid. Organizations not currently approved must submit a Source Approval Request (SAR)-Maritime through the Navy Supply Systems Command website; NAVSEA will conduct a technical review and engineering determination of manufacturing capabilities, and this approval process can be lengthy. Offers for remanufactured, surplus, or repair work not meeting NAVSEA specifications will be deemed nonresponsive.

Repair work must restore the valve to serviceable condition in accordance with Sargent Controls and Aerospace submarine hydraulic valves procedure 11-000001, Revision K (dated September 7, 2017) and comply with MIL-STD-130 marking and MIL-STD-2073 packaging standards. Government Source Inspection is required. The contractor must maintain detailed inspection and testing records, report all transactions in the Commercial Asset Visibility (CAV) Repairables Portal within five business days of receipt, and comply with NIST SP 800-171 cybersecurity requirements for covered defense information.

Quoters must provide unit price, total price, and repair turnaround time in days. Evaluation prioritizes past performance and Supplier Performance Risk System (SPRS) ratings over price. The contract vehicle is a Basic Ordering Agreement (BOA #N0010424GZ901). Award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. FAR clause 52.217-6 (Option for Increased Quantity) will be included.
