About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two units of a linear direct valve (NSN 4820-015672305, Part Number 3798354-3) for delivery to DLA Distribution New Cumberland, Pennsylvania. This is a sole-source procurement because the Navy does not possess the technical data necessary to produce this item independently. Prospective contractors must be approved by the In-Service Engineering Activity (ISEA) and certified as a Depot Overhaul Point (DOP) to be considered for this contract. Companies believing they possess the requisite technical data and repair capabilities must submit a Source Approval Request (SAR) Maritime form through the Naval Supply Systems Command website, which will then be forwarded to Naval Sea Systems Command (NAVSEA) for technical review and capability determination. The pre-solicitation notice was posted on December 10, 2024, with a due date of March 3, 2026. It is important to note that offers for remanufactured items, surplus goods, or repairs will be deemed non-responsive and rejected.

This procurement opportunity is designated as an 8(a) Sole Source set-aside, indicating it is reserved for small disadvantaged businesses certified under the 8(a) Business Development Program. The contract will include FAR clause 52.217-6, providing an option for increased quantity beyond the base two-unit requirement. While no specific award value or budget range is disclosed in this pre-solicitation notice, the relatively small quantity of two units and the specialized nature of the component suggest a limited contract value. The procurement process may be lengthy, as emphasized in the notice, due to the technical review and approval process that must be completed by NAVSEA's ISEA before any contract award can be made. Interested parties should initiate the SAR submission process promptly to allow adequate time for the engineering determination prior to the March 2026 deadline.
