About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a linear valve (NSN 7H-4820-011405005) with a quantity of 1 unit to be delivered to DLA Distribution in New Cumberland, PA. The government intends to solicit and negotiate with potentially only one source under FAR 6.302-1 authority, indicating a sole-source procurement approach. Interested parties may submit proposals, quotations, or capability statements within 45 days of the publication date (or 30 days if awarded under an existing Basic Ordering Agreement). The contract award will only be made if the offeror, product, or manufacturer meets specific qualification requirements at the time of award. Evaluation will be based on the ability to satisfy the government's specific technical requirements, with the government retaining discretion on whether to compete the procurement.

The opportunity is designated as a Total Small Business set-aside, targeting small business participation. The valve will be procured through a non-commercial acquisition process, with potential considerations under Free Trade Agreements and the Buy American Act. The government has determined it is uneconomical to purchase data rights or reverse engineer the part, which may limit competitive sourcing options. Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point, with most documents available in Adobe PDF format through ASSIST-Online. While no specific award value is mentioned, the procurement is for a single valve unit, suggesting a potentially limited-scope contract. The solicitation suggests potential international trade agreement implications, which may impact vendor eligibility.
