About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 8 units of electro-hydraulic valves for repair and modification services under NSN 7R-1710-013069485-EY. This aircraft landing equipment procurement is intended as a sole-source negotiation with only approved sources, as the items are flight-critical components requiring government source approval prior to contract award. The government lacks adequate technical data rights or manufacturing knowledge to permit competitive procurement from alternative sources, and the items must be acquired from sources specified on source control drawings per DoD-STD-100 requirements. Companies not previously approved as sources must submit comprehensive technical data and manufacturing information according to NAVSUP Weapon Systems Support brochures for evaluation. The solicitation period runs from April 18, 2025, through September 8, 2025, with quotes accepted until the award date for government consideration.

This procurement carries no set-aside designation and does not identify specific incumbent contractors, though it restricts competition to previously government-approved sources for this flight-critical component. The contract specifies delivery FOB origin for the 8 units required, though no specific dollar value or budget range is disclosed in the notice. The government emphasizes that source approval processes typically require significant time, and awards may proceed based on fleet support needs if new source evaluations cannot be completed within required timelines. Interested parties have 15 days from the notice date to identify their capability to provide commercial item alternatives, though the government has determined through market research that FAR Part 12 commercial item acquisition policies will not apply to this procurement.
