About this opportunity

The Naval Supply Systems Command is seeking to procure one check valve under NSN 7H-4820-016268777-X5 through a sole source acquisition. The agency plans to acquire this valve directly from the actual manufacturer for the second or subsequent time, as the government does not own the rights to the technical data needed for competitive procurement and reverse engineering is deemed uneconomical. This pre-solicitation notice indicates the government's intent to negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may submit capability statements or proposals within 45 days of publication. Award will only be made if the offeror, product, and manufacturer meet qualification requirements in accordance with FAR clause 52.209-1. The due date for this opportunity is September 2, 2025, with delivery required to DLA Distribution in New Cumberland, Pennsylvania.

This procurement does not utilize any set-aside designations and operates under the authority for sole source acquisitions. The contract requires the delivery of a single check valve unit, with the specific technical data package version 003 governing the procurement specifications. No incumbent contractor or potential award values are specified in the notice. The acquisition is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if the corresponding DFARS clauses are included in the solicitation. Additional technical documentation and specifications can be obtained through the DoD Single Stock Point and ASSIST-Online portal system for interested parties seeking to understand the requirements.
