About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 12 ball valves identified by NSN 7H-4820-014165634-L1, with technical data package version 004. The procurement will be delivered FOB origin and involves a full and open competition approach. The government has complete rights to the technical data package, with no restrictions on engineering, tooling, or manufacturing processes. Interested vendors have 15 days from the April 26, 2025 posting date to communicate their capability to satisfy the requirement with a commercial item. The opportunity is currently in pre-solicitation status, with a response due date of May 27, 2025.

The contract opportunity does not have a specific set-aside designation, indicating it is open to all qualified vendors. The procurement is potentially subject to Free Trade Agreements and will be governed by specific Defense Federal Acquisition Regulation Supplement (DFARS) clauses related to trade agreements. The solicitation falls under Product Service Code 4820 for nonpowered valves, suggesting a specialized technical procurement. The government is not applying Federal Acquisition Regulation (FAR) Part 12 policies for commercial items, though vendors can still propose commercial solutions. The contract appears to be a defense-related procurement with specific technical requirements for valve repair or modification.

Notice text

NSN 7H-4820-014165634-L1, TDP VER 004, QTY 12 EA, DELIVERY FOB ORIGIN. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions. (This is the only A/RMSC that implies that parts are candidates for full and open competition. Other A/RMSCs such as K, M, N, Q, and S may imply limited competition when two or more independent sources exist yet the technical data package is inadequate for full and open competition.) A/RMCs 1 or 2 are valid. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition is subject to: Free Trade Agreements, if DFARS clause 252.225-7036 Buy American Act--Free Trade Agreements--Balance of Payments Program, is included in the solicitation. The World Trade Organization Government Procurement Agreement and Free Trade Agreements, if DFARS clause 252.225-7021 Trade Agreements, is included in the solicitation.
