About this opportunity

The Department of the Navy Naval Sea Systems Command (NAVSEA) has issued a Special Notice regarding the intended sole source procurement of a valve assembly for US Navy Ship DDG 124. The Supervisor of Shipbuilding, Bath, Maine (SSBA) plans to award this contract directly to Indal Technologies Inc, a Canadian company located in Ontario, without competition. This procurement will utilize FAR Part 13 Simplified Acquisition Procedures and is justified under the authority that allows contracting officers to solicit from a single source when circumstances deem only one source reasonably available. The acquisition involves a Rast Valve Assembly that is critical for the AEGIS Test Team Program and supporting maritime testing events.

The primary purpose of this notice is to inform the contracting community of the government's intent to proceed with a sole source acquisition while providing an opportunity for other interested parties to identify their capabilities or interest in the requirement. Interested contractors may submit product information and express their interest via email to the designated contracting officer by September 21, 2025, though this notice explicitly states it is not a request for quotation and no formal solicitation will be issued. The sole source justification is based on Indal/Curtis Wright being the exclusive manufacturer and repairer of this specialized valve assembly, which has a 330-day lead time and is urgently needed to prevent delays in scheduled ship testing operations. The valve assembly is essential for supporting various maritime testing events including ALO, Trials, and CMA, with the government maintaining full discretion over whether to conduct a competitive procurement based on any responses received.

Notice text

The Supervisor of Shipbuilding, Bath, Maine (SSBA) intends to award a Sole Source contract to Indal Technologies Inc of 3570 Hawkestone Rd. Ontario, Canada for a valve assembly in support of US Navy Ship DDG 124.

SSBA will use FAR Part 13 - Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-l(b)(l)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source. In accordance with FAR 5.102, the required justification documentation is attached.

This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice via email to hannah.e.lavoie.civ@us.navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
