About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a valve assembly with National Stock Number 7H-4820-010904455, specifically requiring 4 units with Technical Data Package Version 007. The procurement is being conducted under a unique contracting approach that acknowledges the government does not own the data rights for this part, making competitive sourcing challenging. All responsible sources are invited to identify their capability to respond to the requirement, with proposals accepted within 45 days of the synopsis publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government will use FAR 6.302-1 authority to potentially negotiate with a single source, and reserves full discretion in determining whether to conduct a competitive procurement based on received responses. Evaluation will focus on vendors' ability to meet the specific technical requirements and deliver the valve assembly according to the referenced specifications.

The pre-solicitation notice indicates no specific set-aside designations for this contract opportunity. The procurement is classified under PSC Category 4820 for Nonpowered Valves, with delivery specified as FOB Origin. While specific award value is not disclosed, the requirement is for 4 units of a specialized valve assembly. The current timeline shows the opportunity was posted on December 20, 2024, with a response deadline of March 20, 2025, providing potential vendors approximately three months to prepare and submit their capabilities. The government has explicitly determined that purchasing data rights or reverse engineering the part would be uneconomical, which significantly influences the contracting approach. Interested vendors should carefully review the technical requirements and be prepared to demonstrate their unique capability to meet the Naval Supply Systems Command's precise specifications.
