About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a Valve Assembly (NSN 7H-4820-015454113-L1) for repair and modification purposes. The procurement is for a nonpowered valve component with a complete technical data package (TDP Version 001) and no restrictions on technical data, engineering, tooling, or manufacturing. The Government has determined that commercial item acquisition policies under FAR Part 12 will not be used for this solicitation; however, interested parties may propose commercial item solutions within 15 days of this notice. The contract will be subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement provisions as specified in DFARS clauses 252.225-7036 and 252.225-7021. The pre-solicitation notice was posted on July 18, 2025, with a deadline for responses of December 29, 2025.

This procurement carries no small business set-aside designation and is open to full and open competition based on the complete technical data package. The requirement is for one unit of the valve assembly with delivery on a Free on Board (FOB) Origin basis. A/RMC codes 1 or 2 are valid for this acquisition, indicating standard repair and modification contract options. While no specific award value or incumbent contractor information is provided in this pre-solicitation notice, the availability of a complete technical data package and unrestricted manufacturing rights should facilitate competitive bidding from multiple qualified sources.

Notice text

NSN 7H-4820-015454113-L1, TDP VER 001, QTY 1 EA, DELIVERY FOB ORIGIN. The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions. (This is the only A/RMSC that implies that parts are candidates for full and open competition. Other A/RMSCs such as K, M, N, Q, and S may imply limited competition when two or more independent sources exist yet the technical data package is inadequate for full and open competition.) A/RMCs 1 or 2 are valid. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. One or more of the items under this acquisition is subject to: Free Trade Agreements, if DFARS clause 252.225-7036 Buy American Act--Free Trade Agreements--Balance of Payments Program, is included in the solicitation. The World Trade Organization Government Procurement Agreement and Free Trade Agreements, if DFARS clause 252.225-7021 Trade Agreements, is included in the solicitation.
