About this opportunity

DLA Maritime Pearl Harbor is soliciting quotes for a pneumatic 4-way 2-position blow remote valve assembly (Part Number 285151-0001) manufactured by Marotta Controls, with NSN 4820-01-680-5548, for use on the USS Hawaii at Pearl Harbor Naval Shipyard. The procurement requires one valve assembly that must meet Level 1 certification requirements and SUBSAFE application standards, including ISO-9000 compliance, extensive quality assurance documentation, first article approval with government testing, and source inspection by DCMA. Vendors must be registered in the System for Award Management (SAM) database and demonstrate capability to meet all technical specifications and delivery requirements. The evaluation will be based on price, technical acceptability, and delivery capability, with quotes required to include detailed pricing, FOB destination terms, contact information, business certifications, and demonstration of compliance with all specifications. There is a discrepancy in the solicitation regarding quote submission deadlines, with one version indicating August 6, 2025, at 6:00 AM HST and another indicating August 14, 2025, at the same time, both requiring electronic submission to leo.y.li.civ@us.navy.mil.

The solicitation contains conflicting information regarding set-aside designation, with one version indicating it is 100% set-aside for small business while another version states it is unrestricted with no set-aside used. No incumbent contractors are specifically identified in the documentation, though Marotta Controls is specified as the manufacturer of the required valve assembly. While specific contract values are not disclosed, the procurement involves a single valve assembly with associated inspection and test plans, special emphasis material certifications, and test certifications across five contract line items (CLINs). The delivery deadline is established as September 30, 2025, and the place of performance is Pearl Harbor Naval Shipyard in Hawaii. The procurement falls under NAICS code 332911 (Industrial Valve Manufacturing) and will be conducted according to FAR Parts 12 and 13 procedures for commercial items and simplified acquisition.
