About this opportunity
The National Oceanic and Atmospheric Administration published a Special Notice of intent to award a sole-source contract to George Washington University. The Notice seeks to evaluate the influence of remote sensing capabilities for assessing air pollution-related health impacts that may be possible with GeoXO.
The purpose of the Notice is to conduct health impact analyses for PM2.5, ozone, and NO2 using synthetic geostationary satellite data and chemical transport models to identify benefits of GeoXO capabilities compared to datasets lacking such capabilities. The analyses will also explore impacts across demographic subgroups. Responses to the Notice are due by August 21, 2023 as the Government intends to award a contract to George Washington University from September 15, 2023 to September 14, 2025 since it developed the original methodology and code, making it the only timely source able to perform the specialized work. The procurement will not be set aside for small businesses given George Washington University's unique expertise developed under previous work.
Notice text
This is a notice of intent to negotiate and award on a sole-source basis a contract to George Washington University. This is not a request for competitive quotes/proposals.
The subject requirement is to evaluate the influence of remote sensing capabilities for assessing air pollution-related health impacts that may be possible with GeoXO. Specifically, we aim to conduct health impact analyses for PM2.5, ozone, and NO2 from a range of synthetic geostationary satellite data and chemical transport model outputs to identify the benefits of GeoXO capabilities compared with datasets lacking GeoXO capabilities. We will also explore the distribution of estimated air pollution-attributable health impacts across population subgroups.
