Pricing must be submitted as fully-loaded monthly labor rates for each position across all contract periods, with total evaluated price representing the sum of all contract line items for the entire five-year period. The Government provides facility space, furniture, utilities, grounds maintenance, security, fire protection, diapers, toys, and snacks; the contractor is responsible for all staffing costs, operational management, cleaning, and quality assurance.
