The procurement is specifically for renewal of existing software maintenance agreements and license extensions for the grid BEM analysis module. NASA intends to issue the contract directly to ESI North America Inc. under FAR 13.106-1(b)(1)(i), citing them as the sole vendor capable of providing licensing and technical support. Interested organizations may submit capabilities and qualifications in writing by 12:00 p.m. Eastern Standard Time on April 14, 2025, with the understanding that the government will evaluate these submissions to determine whether to proceed with competitive or non-competitive procurement. The evaluation will be solely focused on determining the procurement approach, with the government retaining full discretion in the final decision.
