About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking human-centered design professional support services through a Sources Sought notice for its Veterans Experience Office (VEO). The contract aims to enhance customer and employee experiences across VA by providing comprehensive design and research services utilizing methodologies like human-centered design, Six Sigma, and trauma-informed approaches. Contractors will be expected to conduct ethnographic research, develop design solutions, create journey maps, process maps, and service blueprints supporting various veteran experience transitions such as moving from active duty to veteran status, applying for benefits, and navigating healthcare services. The solicitation requires contractors to submit detailed information about their core competencies, project management capabilities, and relevant experience by 4:00 PM EDT on Wednesday, April 17, 2025. Potential contractors will need to demonstrate expertise in delivering complex research and design projects that can improve VA service delivery.

The pre-solicitation is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with potential secondary consideration for Veteran-Owned Small Businesses (VOSB) and small businesses. The contract structure includes one 12-month base period with four additional 12-month option periods, providing potential long-term engagement for the selected contractor. Key deliverables will include weekly portfolio reports, research plans, visual artifacts, design solutions, and monthly progress reports. While specific award values are not explicitly stated, the contract appears focused on professional services within the Administrative Management and General Management Consulting Services NAICS category (541611). The procurement will require key personnel with extensive experience in service design and research, with a focus on creating implementable solutions that can meaningfully improve veteran interactions with VA services and systems.
