1) Provide vendor Questions and Answers;

2) Update RFP paragraphs H.8 Security and H.11.4.4 Security Clearance (markups highlighted under Track Changes) to ensure consistency with paragraph C.11 that, "All contract resources shall be U.S. Citizens or legally authorized to work in the U.S." That is, Contractor personnel do not need to be U.S. citizens but can be Green Card holders; and

3) Provide an updated copy of the RFP (markups highlighted) which incorporates the changes from #2 above. Also included in the updated RFP are the following changes from Amendment 0001 that:a) extended the due date for questions in paragraph L.4 from July 11, 2011 to July 18, 20011; andb) extended the due date for proposals in paragraph L.13 from August 1, 2011 to August 8, 2011.

AQD is a federal franchise fund contracting office within DOI under the authority of the Government Management Reform Act (GMRA) and is authorized to provide acquisition support within DOI as well as to Other Government Agencies (OGA).

This is a commercial IT services Labor Hour requirement to perform Vitria BusinessWare Programming Support Services. This is a competitive requirement which has been set aside under the Small Business Administration (SBA) 8(a) program. The total period of performance is five years consisting of a base year followed by four option years. The contract type is Labor Hour (LH). There is minimal travel expense. The designated NAICS code is 541511 Custom Computer Programming Services with a size standard of $25 million. The acquisition will be conducted as an 8(a) competitive requirement under FAR Subpart 19.805 Competitive 8(a), in conjunction with FAR Part 12 Acquisition of Commercial Items, and FAR Part 15 Contracting by Negotiation. The Government shall issue a single award based on best value to the Government considering all factors.

This is a presolicitation notice. The Department of Interior (DOI) National Business Center (NBC) Acquisition Service Directorate (AQD) in Herndon VA is issuing this notice on behalf of the U.S. Department of Veterans Affairs, Financial Services Center (VA-FSC) in Austin TX. AQD is a federal franchise fund contracting office within DOI under the authority of the Government Management Reform Act (GMRA) and is authorized to provide acquisition support to all federal and DoD agencies. In accordance with FAR 5.203, a solicitation for this requirement will be published on FedBizOpps approximately fifteen (15) days after the date of publication of this notice or as soon as possible thereafter. If at any time the Government determines that the requested services are no longer required, the Government reserves the right to cancel the solicitation and not make an award.

This will be a competitive acquisition for commercial IT services under the Small Business Administration (SBA) 8(a) program. This is a 100% set aside under the SBAs competitive 8(a) program.

The requirement is for Vitria BusinessWare Programming Support Services. The general requirement is for Contractor personnel (potentially up to 7 FTEs) with documented expertise in: Vitria BusinessWare; Health Insurance Portability and Accountability Act (HIPAA); and Electronic Data Interchange (EDI). Minimum education and experience requirements are provided in the draft PWS which can be found on the AQD website listed below.

The government anticipates soliciting for a hybrid Firm Fixed Price / Labor Hours (LH) contract with a five year period of performance to include a base year, followed by four option years. It is anticipated that a solicitation will be posted by the end of April and that proposals will be due by the end of May / beginning of June. The estimated award date is 1 Sep 11. The NAICS code for this commercial IT services requirement is 541511Custom Computer Programming Services with a size standard of $25 million. The Classification Code is D - Information technology services, including telecommunications services.
