About this opportunity
The Department of the Interior, Fish and Wildlife Service seeks a feasibility study on developing a U.S. traceability system for pernambuco wood products (Paubrasilia echinata), with quotes due September 1, 2026 at 12:00 PM Eastern Time. This is a full and open competition procurement with no set-aside.
Place of performance is Virginia; the work addresses CITES Annotation #10 to combat illegal trade in pernambuco wood and finished bows. The contractor must conduct four primary tasks over 12 months with optional extension of up to six months: assess system purpose and scope across product categories; evaluate technical feasibility of seven technological approaches (barcodes, QR codes, RFID, microchips, digital registration, blockchain, and hybrid systems) and interoperability with existing U.S. and international systems; analyze management structures and develop three cost implementation scenarios; and conduct stakeholder engagement with bow manufacturers, musicians, traders, exporters, enforcement agencies, conservation organizations, and international CITES authorities. Deliverables include project work plan, stakeholder engagement summary, draft and final feasibility study reports, legal gap analysis, interoperability blueprint, cost scenarios, and pilot implementation framework due at months 3, 6, 9, and 12. The final report must include executive summary, methodology, technology analysis, governance options, cost assessment, stakeholder findings, risk analysis, and fraud-prevention modeling.
NAICS is 541620, Environmental Consulting Services; PSC is B510. Evaluation weights technical capabilities and past performance significantly over price. Offerors must provide three examples of successful similar work with at least two references per example and must be registered and active in SAM.gov. Payment is milestone-based upon government acceptance; revisions within 10 business days are included at no additional cost. All electronic deliverables must comply with WCAG 2.1 AA accessibility standards. A firm-fixed-price purchase order will be issued with anticipated award by September 15, 2026 and period of performance through September 14, 2027.
