About this opportunity

The Department of the Interior Fish and Wildlife Service seeks a feasibility study on developing and implementing a U.S. traceability system for pernambuco wood stockpiles, bow blanks, and finished bows to support CITES compliance and combat illegal trade, with proposals due August 5, 2026. This procurement is a Total Small Business set-aside.

The contract period runs August 15, 2026 through August 14, 2027, with an optional extension. Work is classified under NAICS 541620, Environmental Consulting Services, with a $19.00 million size standard. The award will be issued as a Firm-Fixed Price commercial purchase order, with an anticipated award date of August 15, 2026.

The contractor must conduct four primary tasks: assess the purpose and scope of a traceability system across product categories and ownership transfer scenarios; evaluate system architecture and technical feasibility including seven technological approaches (barcodes, QR codes, RFID, microchips, digital registration, blockchain, and hybrid systems) and integration with existing government systems; assess management structures and develop costed implementation scenarios at low, medium, and high resource levels; and conduct stakeholder engagement with manufacturers, musicians, traders, exporters, enforcement agencies, conservation organizations, and foreign CITES authorities. Draft deliverables are due at months 3, 6, and 9, with nine key deliverables including feasibility study reports, legal gap analysis, interoperability blueprint, cost scenarios, and pilot implementation framework.

The contractor must demonstrate expertise in CITES implementation, timber and wildlife traceability systems, digital registration systems, forest product identification, and stakeholder facilitation. Evaluation weighs technical capabilities and past performance significantly more heavily than price. Offerors must submit the SF 1449 form, company information with SAM.gov Unique Entity Identifier, technical capabilities evidence, and past performance references with three examples of successful similar work and at least two valid references per example via email to keith_rose@ios.doi.gov.
