Delivery is required 30 days after receipt of order to NIOSH Spokane Mining Research, 315 E Montgomery Ave., Spokane, WA, with FOB destination. Award will be made on a firm-fixed-price basis to the technically acceptable offeror providing the lowest evaluated price. The system must support 5G NR sidelink communication using the PC5 interface, Mode 2 autonomous resource allocation, compliance with 3GPP Release 16 or later, operation without cellular infrastructure reliance, and real-time transmission of perception data between machines. Contractors must provide an API or SDK for research integration. The system will operate within an isolated laboratory environment to support mining safety research and hazard detection.
Offerors must be registered in SAM at quote submission and comply with FAR provisions, HHS regulations, Section 508 accessibility standards, and secure coding requirements.
