About this opportunity
The Naval Air Systems Command (NAVAIR), specifically the V-22 Joint Program Office (PMA-275), is procuring engineering, management, technical, and acquisition efforts for the sustainment of the Fiscal Year 2027 V-22 Tactical Software Suite, which includes addressing V-22 Problem Reports (VPRs) across MV/CMV/CV-22 variants. The effort encompasses software product updates, qualification testing, air vehicle integration, airworthiness substantiation, flight test demonstration, and Validation/Verification activities for the Fleet Software Release. This pre-solicitation notice establishes a February 4, 2026 deadline for interested parties to submit capability statements within fifteen days of publication, though the government retains sole discretion in determining whether to pursue competitive procurement based on responses received. Evaluation will focus on capability to execute the technical and management requirements outlined for software sustainment, with consideration given to previous experience on similar V-22 program efforts. The notice was posted on January 20, 2026, providing potential respondents a limited window to demonstrate their qualifications and interest in the requirement.
This procurement is being conducted on a sole-source basis with no set-aside designations, with Raytheon Company identified as the current incumbent under existing V-22 sustainment contracts. The effort is anticipated to span two years with a planned award date of May 31, 2027, though no specific contract value is disclosed in this pre-solicitation notice. The sole-source justification is based on statutory authority under Title 10 U.S.C. 3204(a)(1), with Raytheon deemed the only responsible source capable of satisfying the agency's requirements given their current work on comparable V-22 program initiatives. For potential subcontracting opportunities, interested parties may contact Zach Phelps at 317.306.3756 or zach.phelps@rtx.com to explore partnership possibilities under the anticipated award.
